Why is this important?
According to § 3 point 1 letter d of the tariff regulation (Regulation of the Minister of Maritime Economy and Inland Navigation from February 27, 2018), water and sewage companies are required to develop methods to motivate service recipients to use water rationally and reduce wastewater pollution.
Additionally, § 13 section 2 point 2 of the same regulation imposes the requirement to differentiate prices and fee rates in such a way as to effectively encourage water savings and reduction of pollution loads.
The Supreme Audit Office (NIK) pointed out this issue in its report “Water Resources Management by Water Supply Enterprises in Rural Municipalities” (No. 197/2021/P/21/102/LZG). The audit found that the lack of clear guidelines on this issue posed a significant challenge for water and sewage companies, and to this day, detailed regulations have not been developed despite the need pointed out by NIK.
