What is the KOBiZE report?

KOBiZE, which stands for the National Centre for Emissions Management, was established under the Act of July 17, 2009, on the management of emissions of greenhouse gases and other substances. Its tasks are associated with the operation of the National Emission Balancing and Forecasting System, encompassing maintaining the National Database on emissions of greenhouse gases and other substances, commonly known as the “National Database” or colloquially referred to as the KOBIZE database.

Who must submit a report to KOBiZE?

Entities obligated to submit a report to KOBiZE include:

  • Companies possessing company cars, power generators, lawn mowers, and/or other devices whose operation leads to emissions through fuel combustion,
  • Companies heating buildings using boilers fueled with gas, coal, coke, pellets, wood, or oil,
  • Companies engaging in welding and/or painting work,
  • Entities involved in charging processes for forklift batteries,
  • Operators of air conditioning devices, particularly following the recharge of refrigerants,
  • Entities with a regulated formal and legal status, including holders of administrative decisions concerning emissions and emission permits,
  • Entities that have reported their installations not requiring an emission permit,
  • Entities obligated to hold an integrated permit.

What is reported to KOBiZE?

All entrepreneurs whose activities affect the environment through the emission of gases and dust are obliged to create an account in the National Database and to submit annual reports to KOBiZE by the end of February each year for the previous calendar year in electronic form.

It contains information such as:

  • Data about companies using the environment, their representatives and database users,
  • Locations where activities affecting the environment are carried out
  • Installations, sources of generation and places of emission,
  • devices whose operation causes emissions,
  • technical measures to prevent or reduce emissions
  • emission levels,
  • data on the production and characteristics of emission-related raw materials and fuels,
  • data regarding integrated permits or permits for releasing gases or dust into the air, including the types and quantities of gases or dust allowed to be released into the air, permits referred to in the provisions on the greenhouse gas emission allowance trading system, and notifications of installations that may have a negative impact on the environment due to the release of gases or dust into the air,
  • environmental impact of waste combustion or co-incineration installations and devices that are necessary to fulfill reporting obligations arising from the provisions of international law or European Union law,
  • investment projects, their implementation dates and projected emissions from these projects or the emission reduction efficiency or concentrations of substances in waste gases planned to be achieved as a result of the implementation of these projects.

What does the KOBiZE report consist of?

  1. The KOBIZE report consists of three parts:
  2. Report on each environmental use site.
  3. Report on the operation of equipment.
  4. Report on investment projects.

The national database is an IT system that enables entering and processing information about:

  • Entities using the environment,
  • Places using the environment where activities causing emissions are carried out,
  • Installations, sources of generation and places of emission,
  • Devices whose operation causes emissions,
  • Technical measures to prevent or reduce emissions,
  • Emission levels,
  • Production volumes and characteristics of raw materials and fuels associated with emissions,
  • Integrated permits or permits for releasing gases or dust into the air referred to in Art. 181 of the Act of April 27, 2001, Environmental Protection Law, including the types and quantities of gases or dust permitted to be released into the air, permits referred to in the provisions on the greenhouse gas emission allowance trading system, and notifications of installations that may negatively affect impact the environment due to the release of gases or dust into the air referred to in Art. 152 section 1 of the Environmental Protection Law,
  • Deviations from emission limits,
  • The impact on the environment of installations and devices for burning or co-incineration of waste, necessary to fulfill reporting obligations arising from the provisions of international law or the provisions of European Union law,
  • Investment projects, their implementation dates and projected emission levels from these projects or emission reduction efficiencies or concentrations of substances in waste gases planned to be achieved as a result of the implementation of these projects,
  • Planned and actual changes in production capacity, activity levels and changes in activities in an installation participating in the greenhouse gas emission allowance trading system or the lack of such changes,
  • Activities related to industrial activities, transport, agriculture, forestry and the service sector,
  • Emission levels related to industrial activities, transport, agriculture, forestry and the service sector, resulting from the above-mentioned activities,
  • Forecasts of changes in activity for individual sectors of the economy.
