What is the PRTR report?
The PRTR report is an important element in the environmental management of your company. It is a register that collects data on the releases and transfers of pollutants into the environment – air, water, and soil – as well as information on the transportation and disposal of waste.
It was established under Article 236b(5) of the Environmental Protection Law and is supervised by the Chief Inspector of Environmental Protection in accordance with the regulation of the Minister of Climate and Environment dated April 5, 2023, regarding data covered by the National Register of Pollutant Release and Transfer.

What does the PRTR report contain?
The PRTR report contains information such as:
- Releases of pollutants into the air, water, and soil,
- Transfers of pollutants,
- Transportation of waste,
- Disposal and storage of waste in landfills.
How to submit a PRTR report?
The report must be submitted to the National Register of Pollutant Release and Transfer. This can be done on the website www.gios.gov.pl/prtr/.
Registration requires a direct connection to the teleinformatics system. This allows you to submit the annual report directly to the Provincial Inspectorate of Environmental Protection.

Who is required to submit a PRTR report?
Entrepreneurs conducting activities specified in Annex I to Regulation 166/2006 of the European Parliament and of the Council are obligated to submit a PRTR report. This applies to activities that impact the environment through the release and transfer of pollutants.
What are the consequences of not submitting the PRTR report?
According to Article 236d of the Environmental Protection Law, the Provincial Inspector of Environmental Protection may impose an administrative fine in the following amounts:
- 5000 PLN – for not providing, within the specified period, data necessary for the identification of the facility,
- 200 PLN – for each day of delay in submitting the PRTR report by the operator of the installation, not exceeding 365 days,
- From 500 PLN to 25,000 PLN – for the poor quality of the PRTR report.

When to submit the PRTR report?
A company is required to submit an annual PRTR report if it exceeds the threshold values for releases to air, water, and soil. These values are specified in Annex II to Regulation 166/2006 of the European Parliament and of the Council dated January 18, 2006, regarding the establishment of the European Pollutant Release and Transfer Register.
This also applies to the transfer of hazardous waste beyond the place of its generation exceeding 2 Mg, as well as other waste exceeding 2,000 Mg intended for disposal and/or recovery.
The report must be submitted by March 31 of each year for the previous calendar year.
Components of the PRTR Report
The data to be included in the PRTR report are:
- Releases of pollutants to the air,
- Releases of pollutants to water,
- Releases of pollutants to soil,
- Transfers of each pollutant contained in sewage intended for treatment outside the place of generation in quantities exceeding the threshold value (performance thresholds are determined in accordance with Annex II to Regulation 166/2006),
- Transfers of hazardous waste within the country,
- Transfers of hazardous waste outside the country,
- Transfers of waste other than hazardous.
PRTR Reporting Process
The submission of the PRTR report is done through the National Emission Register account. To submit the report, one must register the facility to receive a username and password for the account.
To do this, you need to fill out and submit a registration form with the facility’s details. These include:
- Contact information for the operator of the installation,
- Contact information for the facility,
- Geographical location of the facility,
- Business activity identification number,
- Data on the types of activities conducted at the facility according to Annex I of the PRTR regulation.
From February 25, 2022, it is necessary to update the facility’s data in case of changes. If there is a change in the operator of the installation, obtaining new access to the account through the Regional Inspectorate for Environmental Protection (WIOŚ) is required.

Remember:
- the PRTR report is submitted via an account that must be created immediately via the link: https://www.gios.gov.pl/prtr/registry,
- the PRTR report must be submitted by March 31 after the end of the calendar year,
- information about any changes in the data necessary to identify the plant should be immediately provided to the Inspectorate of Environmental Protection,
- in the event of termination of operations or a change in the parameters of the installation, which means that it no longer qualifies as an installation covered by the PRTR Register, information about this fact must be provided to the Inspectorate of Environmental Protection in paper or electronic form with a qualified electronic signature, trusted signature or personal signature.
