Environmental report

What is an environmental report?
An environmental report is a document that plays a key role in managing a company’s environmental impact. It contains a detailed analysis and report on all aspects of the impact on the natural environment, including gas and dust emissions, waste management, and the use of natural resources.
Who is covered by the environmental report?
From large corporations to small enterprises – an environmental report applies to every company that has an impact on the environment, including the service sector, medical sector, fishing, and even housing cooperatives and gas stations. Find out if this obligation also applies to you.
Environmental report concerns:
- a company that uses a company car,
- people practicing medicine as part of individual or specialist practice
- inland fishing,
- gas station
- manufacturing activities,
- housing cooperative,
- entities whose activities cause dust and gas emissions, including greenhouse gas emissions.
Moreover, natural persons who are not entrepreneurs also pay fees for the use of the environment when a permit is required to release substances or energy into the environment and a water permit for water abstraction is required. It concerns the introduction of harmful gases and dust into the atmosphere, as well as the storage of waste.
When should an environmental report be submitted?
The report is submitted by the end of March after the end of the calendar year to the relevant marshal of the voivodeship in whose territory the activity takes place. Bank account numbers are posted on the websites of the Marshal’s Offices.
The environmental fee is paid to the account of the Marshal’s Office competent for the place where the environment is used. Every place of use of the environment should be analyzed in terms of the scope of gas introduction.
Who does not have to pay fees for using the environment?
If the annual fee for one type of environmental use does not exceed PLN 800, there is no obligation to pay it. Reports are also not submitted if the fee does not exceed PLN 100.
A fee increased by 500% must be paid if the entity does not have a permit to release gases and dust into the air or an integrated permit and is obliged to do so.
Scope of the environmental report
Environmental protection law imposes numerous obligations on entrepreneurs related to environmental protection reporting. These include:
- a list containing information and data on the types and volumes of gas or dust emissions released into the air and the amounts of fees due,
- KOBIZE reports
- VOC balance
- declaration of the entity obliged to pay fees for water services in order to determine the amount of the variable fee for groundwater abstraction,
- PRTR report
- report on products, packaging and waste management arising from them,
- report on waste generated and waste management.
Emission permit
An emission permit allows energy and substances to be released into the atmosphere from the installation. It is issued by the Starosta, the Mayor of the City, the Voivodeship Marshal, and in closed areas, such as railway or military areas, by the Regional Director of Environmental Protection. It is important to remember that not every installation requires such a permit.
KOBIZE Report
We also attach the KOBiZE report to the main report, which is run by the National Center for Emission Balancing and Management. The report is submitted to KOBiZE by the end of February for the previous year.
Report on products, packaging and waste management
This report covers both products and packaging as well as waste management. It is submitted in the Product and Packaging Database (BDO) system. Entrepreneurs must submit them by March 15 each year, after the end of the calendar year.
The report is submitted to the voivodeship marshal responsible for the headquarters of the enterprise introducing packaged products, such as oils, lubricants, pneumatic tires, batteries, portable accumulators, as well as electrical and electronic equipment.
Report on waste generated and waste management
The report is submitted to the marshal’s office competent for the place where waste is produced, collected and processed.
We send all the above reports to the voivodeship marshal via the BDO database. Annual reports on waste generated and its management are submitted on the basis of waste record cards.
The BDO database contains information on the entrepreneur’s settlements related to the use of the environment in a given calendar year, including receivables related to educational campaigns.
PRTR Report
The annual PRTR report is submitted electronically after gaining access to the account at the Provincial Inspectorate of Environmental Protection. This applies to entities operating installations covered by at least one type of activity specified in Annex 1 to Regulation 166/2006, which exceed certain efficiency thresholds.
A PRTR report is required if the releases or transfers thresholds set out in Art. 5 and in Annex I to Regulation 166/2006.
How long should documents be kept?
The documents on the basis of which the reports are prepared are kept for 5 years, counting from the end of the calendar year to which they relate. The obligation to prepare reports expires after 5 years from the end of the calendar year for which they were due to be prepared.
