What are integrated permits?

An integrated permit is a requirement for some industrial installations. They are defined in the regulation of the Minister of the Environment of 2014 on types of installations that may cause significant pollution of individual natural elements or the environment as a whole.

This single permit combines various legal requirements for environmental protection.

An integrated permit eliminates the need for separate permits, such as:

  • permits for releasing gases or dust into the air,
  • permits for waste generation,
  • water law permit to discharge sewage into water or land,
  • water permit for discharging sewage into water or land,

Who must have an integrated permit?

An integrated permit is required for installations that may have a negative impact on the environment. This is especially important for activities that may pollute various elements of the natural environment.

The permit is issued not for the entire plant, but for individual installations within the plant.

There may be several installations requiring a permit in one plant. You can then apply for separate permits for each installation or one integrated permit covering all of them.

When you have multiple installations in your facility that may impact the environment, an integrated permit makes it easier to manage and meet legal requirements. Thanks to this, you can be sure that your activities comply with environmental regulations.

When is an integrated permit required?

An integrated permit is required if you want to carry out an installation that may cause significant pollution of individual natural elements or the entire environment. In particular, it may be the installation of:

  • for energy and fuel production,
  • for metal production and processing,
  • in the mineral industry – i.e. related to the processing of rock raw materials,
  • in the chemical industry – used e.g. for the production of fertilizers, plant protection products, plastics, dyes,
  • in waste management – e.g. for recovery, neutralization, storage or warehousing of waste,
  • for the production of paper, chipboard, fiberboard or OSB,
  • in animal slaughterhouses, dairies, slaughterhouses,
  • for breeding poultry or pigs

When is an permit integrated not required?

Installations exempt from obtaining such a permit are installations or parts of such installations that are used only for the purpose of research, development or testing of new products or technological processes.

Who issues an integrated permit?

The authority issuing the integrated permit depends on the type and size of the installation.

Pursuant to the Environmental Protection Law, if an installation is classified as a project that may cause significant pollution of individual natural elements or the environment as a whole, an application for an integrated permit should be submitted to the voivodeship marshal.

Other cases – in cities and counties – should be considered by the city mayor or starosta.

In the case of installations located in closed areas, the authority competent to consider the application and issue an integrated permit will be the Regional Director for Environmental Protection.

What documents are needed to obtain a permit?

The application for an integrated permit should be accompanied by, among others:

  • proof of payment of the registration and stamp duty,
  • power of attorney, if there is an attorney in the case,
  • certificate of no criminal record of the operator of the installation,
  • a summary of the application prepared in a non-technical language.

Stages of creating an application for an integrated permit

  • for residential and commercial development, as well as the daily working time distribution of noise sources, along with expected variants,
  • the forecast amount, condition and composition of industrial sewage, provided that the sewage is not discharged into water or land,
  • projected amount of water used,
  • proposed methods of preventing the occurrence and limiting the effects of failures,
  • meeting the requirements of the best available techniques.

If the operation of the installation involves the use, production or release of a substance causing risk and there is a possibility of contamination of soil, ground or groundwater on the plant premises, we will perform:

  • initial report on the state of contamination of soil, land and groundwater with these substances, hereinafter referred to as the “initial report”,
  • list of methods used to prevent emissions to soil, soil and groundwater,
  • proposals regarding the method of conducting a systematic assessment of the risk of contamination of soil, ground and groundwater with substances causing risk that may be present on the premises of the plant in connection with the operation of the installation or the method and frequency of carrying out tests of soil and ground contamination with these substances and measurements of the content of these substances in water ground, including sampling.
